The Legislative Decree No. 102 of 2014, enacted in compliance with EU Directive 2012/27/EU, represents a cornerstone for improving energy efficiency in Italy. It promotes strategic measures to reduce energy consumption, lower greenhouse gas emissions, and encourage the sustainable use of resources.

- Companies are encouraged to adopt energy management systems compliant with ISO 50001 standards, which exempt them from mandatory periodic audits.
2. Energy Efficiency in Buildings
- The goal is to enhance energy efficiency in public and private buildings by:
- Improving the energy performance of public administration buildings, which must renovate at least 3% of the total usable floor area annually.
- Providing incentives and financial support for projects such as thermal insulation, replacement of heating systems with more efficient solutions, and installation of solar panels and heat pumps.
3. National Energy Efficiency Fund
- The decree established the National Energy Efficiency Fund to support energy performance improvement projects through:
- Low-interest loans for businesses and individuals.
- Guarantees for innovative projects.
- Priority sectors include industry, tertiary activities, and residential buildings.
4. Obligations for Energy Distributors
- Energy distributors are required to achieve annual energy savings at the customer level by implementing efficiency measures, such as advanced technologies and energy performance contracts.
5. Promotion of ESCOs (Energy Service Companies)
- The decree promotes the development and activity of ESCOs, companies specializing in energy efficiency services.
- ESCOs can manage projects using EPC (Energy Performance Contracts), where their remuneration depends on the actual energy savings achieved.
